The 9th Workshop on Electronic Business Registries took place in Rome

The 9th Workshop for the project on Best Practices in the Field of Electronic Registry Design and Operation (BPER) was organised by the Cape Town Convention Academic Project at the UNIDROIT Headquarters, and on Zoom, on 18-19 June 2025. This project is supported by the UNIDROIT Foundation and Aviareto.

The Workshop had 27 participants, 17 of whom participated in person and 10 online. Following the publication of a Guide on Best Practices for Electronic Collateral Registries in 2021, the BPER Project has been working towards the preparation of a Guide on Best Practices for Electronic Business Registries.

Together, participants reviewed and refined 24 Critical Performance Factors (CPFs) that shape registry excellence, from accuracy and access control to resilience and interoperability. Topics like AI, cloud infrastructure, and the evolving role of the registrar sparked rich discussion about the changing landscape of digital government.

Key takeaways from the 9th Workshop focused on refining the Guide’s structure and content. Participants agreed on introducing a separate CPF for Transparency, and revisions were made to the document’s overall structure, including creating a new Annex to distinguish between best practices and reference materials with technical standards. Discussions also led to decisions on maintaining Access Control and Authentication as distinct CPFs, removing overly specific technical details, and refining the risk management section to better reflect the registry context.
