The 10th BPER Workshop Concludes Review of Draft Guide on Electronic Business Registries

The 10th and final Workshop of the Project on Best Practices in the Field of Electronic Registry Design and Operation (BPER Project) was held online on 5 February 2026 under the auspices of the Cape Town Convention Academic Project (CTCAP), a joint initiative between UNIDROIT and the University of Cambridge. The Project is supported by the UNIDROIT Foundation and Aviareto.

The Workshop brought together 18 participants and was convened to finalise the substantive revisions to the Draft Guide on Best Practices for Electronic Business Registries (BPEBR Guide). Building on earlier stages of the Project, participants refined the BPEBR Guide in light of feedback received through the targeted consultation conducted in 2025.

Discussions focused on key aspects of electronic business registry design and operation. Participants reviewed clarifications relating to registry models and functions; the continued role of human oversight in automated processes and emerging technologies; the treatment of liability in light of the Guide’s non-legislative nature; accessibility and language considerations; correctability and error detection; interoperability and relevant technical standards; and the scope of legal authority of the registrar across jurisdictions.

The Workshop consolidated the final substantive revisions to the Guide and confirmed a shared understanding of its scope and practical orientation. The Project will now proceed to final editorial review in preparation for publication of the Guide and its launch in May 2026.
