Consultation Launch on the Draft Guide on Best Practices for Electronic Business Registries

We are pleased to announce that the CTCAP is launching a consultation on its Draft Guide on Best Practices for Electronic Business Registries (“Draft Guide”) with a dedicated workshop on 1 September 2025 at Robinson College, University of Cambridge, UK, and online.

The Draft Guide has been developed by the Experts’ Group of the Best Practices in the Field of Electronic Registry Design and Operation Project (“BPER Project”), comprising international experts in electronic business and collateral registries. The BPER Project is supported by the UNIDROIT Foundation and Aviareto.

The BPER Project provides guidance on the design and operation of electronic registries. To assess best practices, the project has identified Critical Performance Factors (CPFs) against which electronic registries can be measured. CPFs change depending on the particular registry being evaluated. The BPER Project published a Guide on Best Practices for Electronic Collateral Registries in 2021, which can be found here.

Since then, the BPER Project has shifted its focus to examining electronic business registries. In this regard, the project workshops focused on adapting existing CPFs to business registries, developing new CPFs and reflecting the evolving role of business registries and the scale of technological progress in recent years.

Building upon these discussions, we would like to invite you to the Consultation Launch Workshop on 1 September 2025 at Robinson College, University of Cambridge, UK. During this workshop, a detailed presentation of the Draft Guide will be given. Should you not be able to join us in-person, we would be glad to welcome you online via Zoom. Following the Consultation Launch, participants will have the opportunity to submit written comments on the Draft Guide until 1 November 2025. This Consultation marks the final stage of the project, after which the Guide will be finalised and published.
